This data pack makes all enchantments capped to level 1, while also giving them equivalent stats to their vanilla max level.
For example, Sharpness V, IV, III, and II are removed. Leaving only Sharpness I. Though now Sharpness I is essentially Sharpness V in terms of power.
This datapack only effects vanilla Minecraft enchantments, and only edits enchantments that have a max greater than 1 in vanilla Minecraft.
For more info on how I made this, it's fairly simple. And apologies if I am not very elegant with my wording in this explanation, I am not typically a coder. For example, here is a part of the vanilla Sharpness enchantment's .json file. (Provided by misode's Enchantment Generator. Thank you!)

The "base" is the base "modifier" (What I'm calling it) of the enchantment. "per_level_above_first" is added onto that base number with each enchantment level.
All I've done is simply raise the base number to what it would be at it's max vanilla level. Sharpness has a max level of 5, so I add 0.5 four times to 1, giving us 3.

I've left "per_level_above_first" alone simply because it just doesn't really matter that it's there, so i didn't bother removing it. You can apply this same idea to pretty much every other enchantment, in theory, I haven't looked into editing custom enchantments nor do I plan to.
As for how I made every enchantment have a max level of 1, it's also really simple. Just look for "max level" inside the .json file, and change it to 1.
I've been wanting a pack like this for a while and frankly I'm surprised that it was this easy to do, and that seemingly no one else has uploaded a pack to do it. But hey, It got me to start learning data pack creation, so I'm not too chuffed. Thank you!
