You not should use "server:(server)" if you dont have MySQL connected OR when you want to ban a player that is in the server that you are. "not:(nickname)" means that the for example ipban will work for everyone on this ip but Not for that player that you write there (if you dont want you can not use this)
If you want to do something on all server or even on Velocity then at "(server)" you can write "all"

If you reinstall or update the plugin, your previous bans will still work. However, it is always recommended to test it, as it depends on whether you have MySQL connected or not.
Plugin was NOT testet on Folia
