Respackopts is needed for the configuration, though the pack will work without it just without any configurability in game.

Compatibility:
Configurable glowing ores works in 1.13 with optifine (without the configurability part, not possible on optifine) but has the new ore textures.
The pack works on 1.17.1+ with continuity, the mod was made on 1.17.1 which is why it does not go any earlier.
To be real:
If you just want a glowing ores resource pack and do not care about configuration or you play on 1.13-1.17 this might not be the pack since a pack without configuration would be smaller in file size, and without respackopts you cannot have classic ores so if you play on a old version then this won't work as inteded, also if you play on 1.13-1.13.2 you can't have configurability anyway so i see no need to get this one over one with classic ores.
